As part of the ACT Governments East Lake Urban Renewal Project, Navin Officer Heritage Consultants (NOHC) were engaged by the Tait Network to conduct a Cultural Heritage Assessment (CHA) for the East Lake Place Plan.

A 100-hectare area within the Canberra Central District, and straddling the suburbs of Fyshwick and Kingston, has been identified as an ‘Urban Intensification Locality’ in the ACT Planning Strategy 2018 (ACT Gov). This area sits on the south-eastern portion of Lake Burley Griffin, south of Jerrabomberra Wetlands, north of Canberra Avenue, and west of the Monaro Highway. Within this region lies ‘The Causeway’ development, railway infrastructure, a former landfill site, and a currently zoned industrial area.
NOHC successfully completed a cultural heritage assessment of the project area. This assessment has informed the East Lake Place Plan and the Urban Renewal project. NOHC identified several areas of further assessment in the area including:
- the need for an archaeological assessment of the undeveloped section of The Causeway,
- the need for further specialised geological/palaeontological assessment of the limestone fossil outcrop that is within the study area,
- the need for a Conservation Management plan for the Causeway Hall, Dairy Farmers Co-operative and the City Railway Remnants, Kingston and Reid
We also recommended that Cargills Cottage should be entered on the ACT heritage register as an item of local heritage significance.
NOHC along with Anita Krivickas (Purcell Associates), have completed a draft Conservation Management Plan for the Causeway Hall. This plan was the result of an assessment completed by NOHC for the East Lake Place Plan.
NOHC are also undertaking further archaeological investigation of The Causeway to document any potential archaeological remains.
